Is 4 Years Too Long for Delivery? What Actually Happens Year by Year

The first reaction to “delivery within 4 years” is usually: why so long? The short answer: that is exactly why the villa arrives as a real villa. This guide breaks the four years down, year by year — with the signs that let you track a project’s pace yourself.

Before year one even starts: the paperwork

A serious project starts before sales, not after: owned land, ministerial decree, building licence. This stage never appears in ads, but it is the difference between a project and a gamble — which is why, in our projects, the decree and licence precede the sales opening, never chase it.

Year one: below the ground

Excavation, foundations, basements and the main infrastructure networks. Visually the slowest year — you pass by and it “still looks like land” — but structurally the most important: every mistake here surfaces later above ground.

Year two: the structure rises

Concrete skeletons, columns and slabs, floor after floor. This is the year progress becomes visible and percentages jump. A live example from our own sites: Moon Hills 4 is at 50% construction with sales running in parallel.

Year three: finishing and utilities

External finishes, internal utility networks, landscaping taking shape. Another live example: Moon Hills 3 is at 85% construction — the stage where a construction site turns into a compound.

Year four: handover

Final finishes, utility testing, unit-by-unit handovers. This is where a developer’s record shows: we have delivered two complete projects in Green October — walk through Moon Hills 2 yourself and judge the record with your own eyes.

How to track a project’s pace yourself

  • Visit every 4–6 months: real progress is visible — compare against your last visit.
  • Ask for the construction percentage as a number: a developer that publishes its figures (like our 85% and 50%) is not afraid of the question.
  • Look at the developer’s older projects: whoever delivered before in the same district will likely deliver again.
